Amy Blouin,
Executive Director

Amy Blouin, is the founder and Executive Director of the Missouri Budget Project. Amy has a Master of Social Work from St. Louis University (1996), and a BA in Political Science and Religious Studies from Loras College, Dubuque Iowa (1991).   Amy previously served as the Director of Advocacy for Catholic Charities of the Archdiocese of St. Louis and as Government Relations Staff for the United Way of Greater St. Louis.   Amy has also served as an Adjunct Professor of Social Policy for St. Louis Community College and St. Louis University.

Amy has completed trainings with the Center on Budget & Policy Priorities in fiscal analysis and participates in the annual Funding State Services Conference in Washington. She has worked on tax and fiscal policy issues for 10 years.

Tom Kruckemeyer,
Director of Fiscal Policy and Chief Economist

Tom joined the Missouri Budget Project in 2005, after having served as chief economist in Missouri’s Office of Administration- Division of Budget and Planning. During his 26-years with the state budget office, Tom worked in the administrations of six governors, both Democrat and Republican.

Tom earned a Bachelor of Arts Degree in Economics and History in 1975 and a Master of Arts Degree in Economics in 1977 from the from University of Missouri-St. Louis. In 1990, he earned a Master of Arts Degree in Political Science from the University of Missouri-Columbia.

Ruth R. Ehresman,
Director of Health and Budgetary Policy

Ruth joined the Missouri Budget Project in August, 2005. For the previous 11 years, Ruth served as policy director of Citizens for Missouri's Children. Her other experience includes positions with the Salvation Army Hope Center for Children and Joint Neighborhood Ministry.

Ruth earned a Masters Degree in Social Work at George Warren Brown School of Social Work at Washington University.

Heather Lasher Todd Communications Director

Heather joined the Missouri Budget Project in 2008, after serving in communications positions in the U.S. House of Representatives, for Missouri candidates and elected officials, and at a strategic communications firm.

Heather is a graduate of Truman State University.

Kerri McBee,
Outreach Coordinator

Kerri's experience includes work with:

the Mid Missouri Coalition of Breast Cancer Partners, the Missouri Coalition for Adolescent Concerns and the Boone County Mental Health Board of Trustees. In 2004, Kerri was appointed to serve on the Missouri Women's Council. She was involved in establishing the Alliance for the Status of Missouri Women, which focuses on developing proactive policy that impacts women and their families.

Kerri earned a bachelor of arts degree from Columbia College in Columbia, Missouri and a master of arts degree from the University of Missouri-Columbia.
